Turning head does nothing
Problem
You experience a "freeze" in which everything stops moving on your screen and in your goggles. Turning your head won't turn the "camera" so you can look around in VR.
Solution
We refer to this rare issue as a loss of positional tracking. The easiest way to address this issue is to remove your headset, quit the game (as well as Steam and Oculus Home, if you are on PC), and restart the game.
